Disable input panels/items from the optimisation without deleting them from the input item list

For some input items it is useful to be able to disable them so that they are temporarily not included in a job.

On an input panel this would look as follows

• Checkbox at the bottom of the screen with the text "Disable"
• When checked everything on the form is disable including all buttons/checkboxes/etc except for the Save and Cancel button
• When unchecked everything is enabled as currently

On the popup dialog for input items add an Enable/Disable menu option as a separate section directly under Edit. Do the same on the file > menu > edit

When an input item is disabled it is left all optimisations, costings, reports etc.
